1999 Ford Mustang 3.8L we changed the vacuum valve and found air pump bad replaced that and still have the code P1414 present

When the air injection turns on, what monitor it is the 02 sensor (the upstream  02 sensor) it goes lean and expects the secondary air system, when the 02 sensor does not go lean when the air pump is commanded on this leaves you with the upstream 02 sensor not properly responding,
