99 Sentra SE 2.0 with P1038 code possible causes

P1038 code coming up after check engine came on. Tried replacing upstream O2 sensor on engine and still seeing the light. Also the cruise control is not working - I wonder if it could be one issue causing both.

Vehicle: 1999 Nissan Sentra SE2.0 2 liter

99 Nissan Sentra does not use P1038, try to use a different OBD-II reader
