p1791 code 96 Honda accord

Question

Hey there, I'm here because I've ran out of ideas if how to fix this code. It has this code and a different VSS code. I've replaced the VSS, put a cluster from a different 96 accord, and also the TCU and the code is still there and nothing changes. The speedometer doesn't work, the D4 is blinking. Any ideas of what else to check? Thanks
