P0003 - chrysler sebring 2004 what exactly is wrong with the fuel volume regulator?

I have a 2004 Chrysler sebring and the P0003 code comes up. I keep trying to find out what this code means and it comes up with fuel volume regulator control circuit low..
What does that mean? Do I need to change a part out? What exactly might be wrong?

I've cleared the code a few times and keep getting the same one.

P0003 Fuel volume regulator control circuit low

This is a code that no manufacture use at all, this does not mean that the code is not valid it the scan tool definition that is used , that is giving this code
