Is there some kind of fuel pressure check valve installed above the sending unit??

My mechanic wants to know if there's a fuel pressure check valve. We have already changed the fuel pump. when starting the car it cranks and cranks and cranks and eventually start as if it's the fuel pump and filter. We have already changed the fuel pump and filter with no change. Codes the car is reading are P0136, P0120, P0123, P0141, P1191, P1193, P1159

Also, when it finally does start the rpms go to 3000 then back down to 1000. since changing the fuel pump it has stalled/sputtered like it was going to die, it has only done that twice now. Please help!!

P1191, p1193, p0120 and p0123 are throttle body codes, I would try to clean the throttle body if those codes dont go away, might be a bad throttle body and it will have to be replaced.
