The car shuddered and then engine light on and resulting p2645 code showed up when tested.

P2645 Rocker arm actuator  - Open circuit

P2645 is a code condition that Honda does not use this  for the Accord. but this does not mean that the code is not valid. What can do what is describe at  only at highway speed is the V-Tec solenoid.If this is the case the Vtec is required.
