What is the code PO1028 mean? Please help!

I have a 2006 Chevy Cobalt and the code PO 1028 is causing the engine light to appear. Does anyone know what this code means? I need to get my car smogged and they will not pass it without the issue being taken care of. :/ Thanks so much for your help!
