II Have a 2003 Toyota Echo whit a p0010 code can you tell me where the vvt and the ocv are located and how to test them and the wireing no one can seam to find or order a repair manuel for me thanks

The VVT system constantly adjusts intake valve timing based upon operating conditions. The ECM controls the Oil Control Valve (OCV) with a variable duty cycle. The Oil Control Valve then supplies oil to the advance or retard side of the VVT Controller. The oil applied to the VVT Controller will cause the intake cam to advance or retard depending on the position of the Oil Control Valve. The ECM verifies that the desired camshaft angle has been achieved by monitoring the camshaft position sensor
 
check to see if you are low on oil, if the oil is dirty. if its been over 3,750 miles since your last oil change I would suggest you do an oil flush  replace the oil.
the toyota manual says Check operation of OCV with the TOYOTA hand-held tester.

Worst case that alot of people have had VVTI controller (timing gear assembly) was stuck on the lock position. The camshaft has to be removed to replace the VVTI gear assembly. You can try to do a engine flush and see it may fix the problem.
