P1281 Engine is cold too long

Causes and known solution: Low coolant level can cause this code, there is also the coolant temperature sensor that can cause this due to high resistance, which can cause it to go outside its calibrated design. Then there is the cooling fan, which is a viscous thermal fan drive, When the engine is first started up from a cold start the fan blades are not engages as so much which allows the engine to warm up,as it warms up the fan baldes are more engaged.
