What's the repair procedure for code P0219

I have two codes. P0219 and P1216.
P1216 says to repair P0219 first

P1216 Fuel solenoid response time

DTC P1216 wil always set with P0219, P1216 can also be a intermittent code condition where air has entered into the fuel system when the fuel tank reaches a low level.and also running out of fuel can cause this code also.
