Why does the air injection system fan continue to run with the engine off?

I have a 2005 Dodge Stratus 2.4L that randomly shows a P0410 code. The problem is the fan continues to run even with the engine off, which drains the battery. What is the problem?

P0410 Secondary air injection system malfunction

This is a short to power , in the engine fuse / relay box , remove and replace the secondary air injection relay, use the cover of the fuse /relay box as a map for the location.
