Getting P0038 code. Replaced Bank 1/2 O2 sensor. Light still on. What is next step?

2008 Dodge Ram 1500 4.7L V8.
-Engine light came on one year ago when it was cold out gave P0038 code. Ran some fuel additive through it to see if I could burn off build up. Light went off.
-This year after turning cold light came on. Ran additive and light went off. Then a few days latter light came back on with same code P0038. So replaced O2 sensor Bank 1 sensor 2 and light is still on.
-connection appears fine and wires to sensor appear intact.

What is the next step?

if you have replace the oxygen sensor and there are no other issues with the car you may have an issue with a harness wire or ECM.
