What would cause the speed odometer not to work and not to shift properly?

Depending on the vehicle this is either an issue with the speed sensor or the speedometer. The vehicl won't shift properly without the information from the speed sensor to know how fast it's going. This is really going to depend on what the vehicle is to try and diagnose.
