P1656 GMC - What is P1656 "manufacturer malfunction" ?

I have a 2001 GMC Savana with a trouble code P1656. I cleared the code and drove it for about 16 miles. I then rechecked for any stored trouble codes. The check engine light is off, but the code is still there. What is code P1656 "manufacturer malfunction" ?

P01656 Waste gate solenoid circuit failure

This is the waste gate where the PCM is commanding it on or off. This is a manufactuere specific code for GMC  definition.
