How do i get the code P2008 to clear and stay off so i can smog my 2005 Ford Focus ZX4?

Ive replaced the runner control solenoid already. Its still throwing the same code.

P2008 Intake manifold runner control circuit open (bank 1) (IMRC)

This is possible a electrical problem , But a visual inspection of the IMRC especially the linkage for proper connection ,not only the linkage but the solenoid should have vacuum on one port.
