1998 HONDA PRELUDE CODE P1399

hI MY CAR HAS CODE PO141 KEEPS COMING ON. When i reset it it goes off intil i start the car then comes back on in One Second or so... seems like something is shorted out. It doesn't matter if the engine is hot or cold. Any Idea's or sulutions that would be helpful ?
