2008 Dodge Avenger with code P2004, code won't clear

Intake Manifold Runner Control stuck open is the code description. I've replaced the Intake Manifold Runner Control and it still says it's stuck open. This code is all over the internet as an issue in a 2008 Dodge Avenger but no real answer as to what to do to get this to clear. I've driven enough to complete the drive cycle. I need my car inspected and it won't pass until this light goes off. I've already spent quite a bit diagnosing and repairing but nothing has helped.
