P0443 Ford - 1997 Mustang Cobra

Can anyone give me some test procedures to diagnose why my 1997 Cobra throws a P0443 code? (I have very little knowledge of vehicle electrical systems) Does anyone have a diagram showing the location of this Could it have anything to do with an off-road x-pipe and MIL Eliminators? I have to pass emissions next month and it will never pass with the check engine light on.
