Took my 2007 Toyota Rav4 2.4L for a scan and got p0031 and p0037. What does this mean?

These codes are for the heater circuit on both O2 sensors, since you have the same problem with both sensors I would suspect the wiring is an issue. Check fuse labeled EFI1 since it provides power to both of the O2 sensor heater circuits and you have codes saying both heater circuits don't have power. It's likely you blew this fuse.
