Did you replaced the sensor after or before the catalytic converter ? The P0037 code is for the one after the catalytic converter. Usually replacing the sensor takes care of the problem. If the codes still comes back after replacing the sensor, then the problem is the wire from the sensor to the engine control module (ECM)

I have checked all my wires and the voltage at the ECU. I have taken all the ground wires off and cleaned them. I am still getting the P0037 codes. I had one day where the car ran terrible and gave me a P0172 and a P0303, so I cleaned the plugs, cleaned the MAF and the Throttle Body. Now I have an occasional P0420. Toyota says I have a bad Catalytic Converter. but the last week all I have gotten is a P0037. I purchased a scan tool to read live data. The Air Fuel Sensor is ranging from 3.0 - 3.33V the O2 Sensor ranges between .095 - .88 volts. when I look at two of the frozen data for the P0037 codes the ST Fuel Trim -13.3% and then 2% The LT Fuel Trim is 9.4% and then 3.1%

The P0037 code refers the heater part of the O2 sensor and not the O2 function. Usually the code is set when there is no power to the sensor (heater part) or the sensor heater circuit is open or shorted to ground.

There is 12.5 Volts to the heater and I checked the resistance of the O2 heater,(the two black wires) and it was about 9.5 or 10 ohms, It was not an open circuit. I have taken all the ground wires off in the engine compartment and cleaned them and re tightened them.

When the ECM send the heater circuit to ground (internally), it also measures the voltage drop of the circuit. By measuring the voltage drop of the circuit, the ECM can determine what the problem is (Circuit Low P0037 or Circuit High P0038).
"Circuit Low" means that no voltage is getting to the ECM through the heater sensor circuit. Here are the possible causes:
- No battery voltage to the sensor (You already check that and it's OK)
- Open sensor circuit (You already check that and it's OK)
- Broken wire from the O2 sensor to ECM
- Faulty ECMI hope that helps.

Hey read your discussion and it’s very helpful and I need your help; I have the P0037 heater control circuit low bank 1 sensor 2 for a 2013 Toyota Corolla and it has only 59k miles and the mechanic said that’s odd for it having so little miles. He mentioned a Diognostic / repair and a new sensor would be almost $300. I believe it’s a downstream sensor but I’m not sure what to do please help!!

Yes, it is the downstream sensor. It's not odd for a sensor to fail in 5 year and almost 60K miles. It happens all the time. What is odd is the price, $300 is to high. A god aftermarket sensor with labor is around $200.

1 hour of labor. lol The whole job takes about 5 minutes tops to do. I've done it before and am about to do it again. You're supposed to disconnect the battery, but I skipped that step. The plug for my car is by your right foot inside. Unplug it, unscrew it from the underside, it's right under that spot. Screw in the new one, put the plug through the hole, plug it in inside the car. Done.
