will a p0403 stop my 2000 mitsubishi galant gtz from starting?it is the only code coming up

my car will not start I purchased a code scanner and the only code thrown is p0403, egr circuit flow malfunction. can this stop my car from starting

Hi there,

This will not cause the engine to not start. This code basically says the egr system is not working properly. I would check for fuel and spark, it could be a timing belt issue or security.
