Can this replacement part be purchased and installed by others, rather than a Scion dealer? I got the engine code P0446 on my 2006 Scion xB

P0446 Evaporative emission control system vent control malfunction

This problem with the EVAP system has to be identified, this can be can be from the  gas cap  not properly sealing to the vapor pressure sensor to the vacuum switching valve, The people you take your vehicle to has to have a understanding of Scion evap system.
