P0540 Chevrolet -

getting this p0540 code after replacing glow plugs and glow plug controler and IAH its self not sure where to go next , i know the relay is working i can turn it on and off with scan tool and checked voltage at the IAH and it shows battery votlage when relay is on and 0 volts when relay is off
