Volvo P0089 Suction Control Valve Stuck

Car seems to run & accelerate fine even though I keep getting a check engine light which is a P0089 Suction Control Valve Stuck. Recently replaced the entire Fuel pump and fuel pressure regulator(last 4 months) unless those parts have gone bad, I cannot seem to figure out what would be causing this???

Vehicle: 2006, Volvo, S60R, & 2.3 Litre
