P0430 -do i need to change both catalytic converters to clear this code?

My car has two converters. Does both need replacing? Actually the only code that was read is p0430. Also this morning when my wife left for work I notice two small wet spots that APPEARED to come from the catalytic converter. Is this considered an exhaust leak if in fact the two wet spots are coming from the cat. They were spread apart as if one spot came from the front and, the other from the back of the cat. Is there anything to try and fix this, or do I have to replace both converters? Thanks.

P0420 Catalyst below effciency below threshold bank 1

P0430 Catalyst below effciency belwo threshold bank 2

If these are the only code you have then yes, Catalytic convertor do wear out due to mileage and use.
