Low compression can cause system rich so can a fuel injector that is leaking internally, Your engine is a speed density so any vacuum leak will cause the system to run rich,So if you are sure of no vacuum leak test for a plugged catalytic,A plugged exhaust sytem will cause the engine to run rich

I have checked the cats and they are clear the vacuum lines seem to be good also it looks to be running lean judging by the plugs and o2 sensors. Even though it is saying it is running lean also it is holding steady fuel pressure at 47lbs and drops 4lbs while driving
