2005 Honda Civic 1.6L with code P2646. vtec is there a senor in the gearbox which could cause this?

hello, I have a 2005 Honda Civic 1.6L with fault code P2646 I've checked the oil pressure switch and wiring o/k it is hitting the limiter at 4000rpm when driving and won't kick in the vtec is there a senor in the gearbox which could cause this ??
