when idleing it revs up and down. and driving at 40-65 it slips and the trans finally changes gears.it also wont go past 70 mph and has no power going up hills or on freeways.when i start it it makes a loud squeek like a belt needing to be tightened.sometimes when i turn the key over it does nothing no turning over or anything.then i do it again and it starts.

P0740 TCC (torque convertor clutch circuit) circuit malfunction

The TCC will not cause a transmission to slip but a slipping transmission will cause  P0740, Reving up and down, check for vacuum leaks,that will cause the up and down idle, and also check for coolant leaks, there is a idle control that is controled by the cooling system, When you turn the key and nothing, there is the ignition switch (the electrical part) that seems more like the culprit.
