I'm getting the P0159 code on my '01 TJ.

Question

I've already had both downstream O2 sensors replaced and cleared the codes. Any idea why I'm still getting this code? I've noticed that the Jeep is having trouble getting going sometimes after coming to a stop. Could it be related to something in the fuel system?
