I P0151 code on liberty 2004

I have a Liberty 2004 model does not work well
Screen counters showed P0151 code
Can you tell me what is the meaning of this code and how to fix it?

P0151 02 sensor bank 2 sensor 1 circuit low voltage

The oxygen sensor is below voltage on or at the signal wire, The required fix will either be a 02 sensor on bank 2 sensor 1, Or diagnosis why the signal wire has low voltage, This can be from the signal wire shorting to ground , or the 02 sensor shorting internally
