Is the possible causes under each code in the order of most likely cause?

I have one code that shows up twice. I am trying to find out if the possible causes are in the order of the most likely cause so I know if I should start at the top and work my way down. Also, does anyone know how to search for a general EVAP system failure? (That is that next thing down my list since the first four relate to the fuel cap and I just replaced that.
