P1459 Acura 3.2 TL

what causes this code. the charcoal canister has been changed, the purge valve switch opens and closes when plugged in and unplugged. i placed the vacuum on the canister but never felt a vacuum on none of the other lines. doesnt seen right to me. whats the fix for this code?
