extended crank, engine light on, checked battery suppose to be 780, it read 619 and said need a charge, 11.9, could that be the problem?

Low battery causes a type of problem, to begin with you extended a crank, so you brought the battery low, P1682 is ignition switch circuit 2 , This circuit gives power to the ECM relay, Go to the engine fuse box, listed on the cover of the fuse box , check for a open fuse ECM/ ING fuse which is a 10 amp replace if open, the nect fuse check ETC/ECM this  is a 15 amp fuse, replace if open,
