what causes 2010 Camaro SS starts -dies P2119 code reader must be cleared before trying to restart

Question

Having problems with 2010 Camaro SS starting and as soon as it starts it dies. Sometimes P1516 show on code reader and P2119 showa every time. Have checked grounds and have added grounds. Have checked Throttle body and the voltage gopes up as pedal is pushed down then returns when peddal is released. No carbon ion throttle body. Car has 40,000 miles on it. Has borla exhaust without Cats. Has ran before but not now. Drained gas and put in new gas with conditioner. Code 2119 has to be cleared every time for starter to work. Has new batter with chgarger attached. ECU voltage 13 + volts.

P1516 Throttle actuator control (TAC) Module throttle actuator position performance

P2119 Throttle closed performance

When P2119 show so does P1516,  When P1516 show the TPS did not match the predicted throttle position, When P2119 show The throttle blades did not return to the rest position,Just a reminder if you disconnected the throttle body connection you will set these codes, Clear the codes, key on engine off with a good battery in a good charge state,(monitor the battery voltage if it goes below 12 volts you will need a battery) Slowly press the accelerator pedal to wide open throttle (WOT).Repeat several times,Check codes (pending code also), P1516 and P2119 should not set, 2nd test key on engine off, rapidly depress the accelerator pedal to the WOT,doing this several times,P1516 and P2119 should not set, If they do set in either of these 2 test,you will need to replace the throttle body assembly,

P.S. Before you do these test perform a throttle /idle relearn, if you have a scan tool use that if not use this method, but there must not be any "P" codes, if there is clear it, 1. start and idle the car for 3 minutes in Park. 2. Monitor the RPM should not be at high idle,3. Turn ignition off for 60 seconds. 4.Start and idle in Park for 3 minutes,if not you are going to have to drive it above 40mph with several deceleration and extended idles,

 I spent a couple hundred bucks but Throttle Body did not help!!

Will there be any other ideas to try?
Ok as soon as I started pushing the pedal down I could hear the Throttlr body click and P1516 & P2119 on code reader.

Bought new throttle body it does the exact same thing!!!!!

Any other ideas that are not quite as expensive??
