Is the fuel ratio sensor interchangeable on bank 1 and bank 2 for a 2006 Toyota Avalon ?

No that's not correct.... The connections on the fuel ratio sensors are the same! Toyota T-SBS-0114-08 states part # 89467-07040 for right (bank 1, sensor 1) and part # 89467-07030 for left (bank 2, sensor 1). I was sent part # 89467-07010 for the replacement for the right and the connections appear to be the same.
