P0221 is the idle validation switch, it is to signal the ECM that the vehicle is in idle.the common cause is  a open circuit to the IVS switch,  to a blown fuse #19 which is a 10 amp fuse, If this fuse has open then the glow plug wait to start lamp will not illuminate, and you code up P0221, The glow plug lamp is a independent function from the glow plug relay. The first step in solving P0221 and P0381 is to inspect the fuse number 19 in the engine fuse junction box.
