I have a 2006 Ford Explorer 4.0L V6. I was driving in heavy rain, rain so hard was driving 40 mph. After several miles, the cel came on and the power decreased to idle. Stopped and let sit for around 20 minutes and all was normal, except the indicator light was still on. After about 2 hours driving, cel came on again and the power was limited, idle only. I plugged in and found this code. I replaced the throttle act. module. Ran great. Last week my wife was driving in the same conditions, heavy heavy rain, and the same problem came back. Let sit and would run ok for 15 minutes or so. Has the same code. My question is is this water related? Does water get by the air filter and cause malfunction? Or moisture? What could be done to prevent this? What else could be going on to cause the same condition with the same code? After sitting over the weekend my wife is driving today with no problems.

P2106 Throttle actuator (TAC) system - forced limit idle

P2106 this is consider a informal code, What ever code comes with this do those code first, The MAF can set this code which is more likely due to how P2106 condition was set, If moisture enter into the MAF then yes it can cause P2106. So can a faulty MAF. Use brake cleaner to clean the MAF (this is what Ford recommends for lean bank codes).
