How can I correct the P1139 OBDII code?

I have a 1999 Ford Contour with 93k miles and I keep getting the OBDII code P1139. I see where it says it is water in the fuel indicator, but how can I correct the problem instead of just keep clearing the code, just to have it return in a few minutes?
