P0401 1998 HONDA ACCORD - how is the solution by fix this code

my honda odissey of 1998 when i scanned it have the code p0401 and not pass emission test how is the solution by my problem

P0401 EGR insufficient flow.

The purpose of the EGR is to reduce Nox. by introducing inert gases(exhaust gas) into the combustion chamber which lower the combustion temperature,EGR insufficient can be from the EGR valve being defective and a new EGR valve is the solution,.To a leaking EGR vacuum line.A new vacuum line will be the solution. P0401 can also be set due to a plugged EGR passage which will require a special tool to travel into the EGR passage and clear the carbon build up.
