p1164 bad o2 sensor or bad catalytic converter?

I just replaced o2 because the original had a p0420 code also didn't pass smog due to high nox

For the P0420 code  the problem is more than likely is a bad catalytic converter. For the P1164 code it's probably the Faulty Air/Fuel Ratio (Front O2 Sensor)
