Mazda 2.0 citd 100kW Diesel

I have similar problem with Mazda 6 2004 2.0 CITD 100 kW engine with P1211 code. I have changed all Injectors and HPOP. Pressure in rail is 337 bar on idle speed and going up to 1200 bar/4000RPM. Any help???
