can you get tsb 17730 for odometer issue on 01 town car?

01 town car , seems to be a common issue, no speedometer function od off light flashes, ABS and brake warning light on with code u1039... replaced ABS module with a used unit and no change was observed. any help would be great. would love a diagnostic chart or wiring diagram.
