P2709 - what does this mean?

I have a ford fusion with the frn5 trans and the car is throwing this code. The car goes into reverse and will go forward, but I think it is stuck in 3rd or 4th as it has no power when taking off and never shifts. So what is wrong with the car? A solenoid or an electrical issue. The code is "P2709 solenoid 'F' electrical".

P2709 F shift solenoid is either open or shorted, If you wait too long for this repair you will end up taking out the  TCM F solenoid driver circuit.,
