No Headlights or fogs lights After 27 degree temps

Question

Headlamps and fog lamps do not work from switch, Fuses were fine as was the relay. Installed a new Switch and heard a lot of crackles and found the Headlamp relay burnt looking.

To me it sounded like a lot was trying to react to the switch to headlight command.
Battery and alternator with a multiplier check out fine. Any ideas I was hoping it is just the battery because when I found no headlights I had to reteach the sunroof and put in the radio code.
Wires all look fine.
