You are correct about the code,there is more to it, it is continous purge and the FTP has detected a vacuum condition in the fuel tank.If the ECM commands purge solenoid to open The vent solenoid is commanded closed.If ECM commands purge closed the vent solenoid opens.(this is the car in off postion),In your case there is always a purge which result in a vacuum in the fuel tank. 2 possible solution either you have a improperly installed EVAP purge solenoid or a purge solenoid valve stuck open by some blockage,or a defective purge solenoid.
