P0641 CHEVROLET - What is the control module?

Question

I am working on a 2009 Chevy Cobalt. The code that is appearing is the P0641 code. The code is for the control module. Does anyone know where this is located and what it's function is.

The ECM is the engine control module, it is the brain of the car in a way, it pretty much control the engine. It is getting low voltage. It will be by the engine compartment on the passenger side
