I've checked the vacuum hoses, applied 12vdc to the solenoid and it clicks, there is correct air flow through the solenoid in the energized/de-energized position, replaced the power valve assembly, I also have 12vdc coming from the ECM via the wiring harness. It seem to help after replacing the power valve assembly, but it still surges at high-way speeds, and even shuts off the cruise control. Any help would be greatly appreciated.

P1800 vias control solenoid valve is most likely not working correctly, check to see if there is broken or cracked hoses before replacing the valve
