What could be the possible problem and solution for an OBDII code P1299 on a mercury grand marquis?

The tempature gauge on the console stays at the start position (all the way down past the end Cold temp reading) after the car is started and even driven for a good 8-10 miles. Then it alll of the sudden pops up to the mid reading point normal reading. What are my possible solutions on my 2003 Mercury Grand Marquis?
