How do you correct problem that creates ford code P1309?

I have been told the fix to this problem requires a "special" tool So far I haven't been able to find this tool.

Vehicle: 2001 ford taurus ses 3.0L V6

It's probably a dealer only tool, send by the factory just to the dealers.
