If there is a service bulletin, do you need to take the car to the dealer maintenance facility for repair?

There are service bulletins but it does not have to be taken to a dealer to do (they charge more than a mechanic shop)

Check the gas cap first, it might be loose. also look on the cap to see if the rubber is cracked or cracking if so replace the cap
